1. Product we sell (important)

You buy digital access credentials (✦ tokens) used only inside PEEPER. They are not securities, investment contracts, withdrawable e-money, bank deposits, or tradeable crypto minted by this service. List price charts are demand indexes, not an exchange.

2. Age (always-on geo / age-assurance)

Service is 18+ (or higher age of majority where you live). All AI-generated / computer-generated characters on this service are fictional and simulated as 18 years of age or older.

Where law requires highly effective commercial age verification for adult sites and we do not operate a certified AV vendor, we hard-block the jurisdiction — the same pattern used by major tube sites. Click-wrap 18+ affirmation remains required everywhere the service is offered. There is no Settings bypass.

U.S. states currently hard-blocked when CDN region headers are present: AL, AR, AZ, FL, GA, ID, IN, IA, KS, KY, LA, MO, MS, MT, NC, ND, NE, OH, OK, SC, SD, TN, TX, UT, VA, WV, WI, WY. Missing state headers do not auto-block the entire United States.

Countries currently hard-blocked for AV statutes without an AV vendor: United Kingdom (GB), France (FR), Australia (AU), in addition to OFAC-style sanctions countries and adult-jurisdiction blocks listed below. Lists may expand via operator configuration.

Public legal pages stay reachable from blocked regions. Play, shop, and account APIs return HTTP 451.

2b. Capture / “secure view”

Client capture guards (blackouts, save friction, watermarks) are best-effort only. Web/PWA cannot enforce OS screenshot locks. Product copy and Terms §7 must stay aligned so users are not led to believe captures are impossible. Misleading “protected forever” marketing is prohibited for operators of this stack.

2c. IP / DMCA soft-hold

Complete DMCA/IP reports naming a scene file soft-hold that asset out of the peep catalog and block direct serve (HTTP 451). Operators must not re-publish held files without rights confirmation. File a claim via Report (DMCA / IP).

2d. Market index honesty

Charts and IDX are list-price demand indexes for access tokens — never market as securities, investments, or cash-out crypto.

3. Where we do not sell

Purchase and redeem APIs return HTTP 451 when country detection maps to:

Sanctions-class (OFAC-style: e.g. CU, IR, KP, SY, RU, BY — see server list)
Age-assurance hard-blocks (UK / France / Australia, and listed U.S. states) when no certified AV vendor is connected
Adult hard-blocks where commercial adult content is generally illegal or too high-risk to offer (e.g. many MENA, South/SE Asian, and similar jurisdictions on the server list)
Extra ISO codes in operator env PEEPER_EXTRA_BLOCK

This is intentional: “accept money from everywhere” would violate sanctions and many national adult laws. We maximize reach where lawful.

No card PANs are stored on PEEPER. Fulfillment is always account credit of access tokens after verified payment or one-time code.

5. Tax & consumer law

US: digital goods sales tax by state nexus — operator collects/remits where required.
EEA/UK: VAT on digital services (OSS) may apply; limited withdrawal rights for fully delivered digital content when informed consent + delivery start apply.
Other: GST/JCT-style digital economy rules — see local counsel.

6. Content rules

Only legal adult illustration and CGI with rights-cleared assets. PEEPER does not host real-camera sexually explicit photography. U.S. operators: see § 2257 notice. Zero tolerance for CSAM or any minor involvement.

7. Operator status (this deployment)

Soft-income mode. LLC / street optional later. Support mail is live via host config. See GET /api/legal/operator (mode: soft_income). First revenue needs working NOWPayments IPN + HTTPS, not formation papers.

8. When you scale (optional LLC later)

Form LLC when risk/money justifies cost.
Publish real custodian address via PEEPER_LEGAL_*.
Counsel on AI vs photo under § 2257.
Tax registration for your domicile.
Keep CDN geo headers + compliance gates on.

9. Shutdown resilience (ops)

Hosts, CDNs, banks, and processors can terminate under their AUP even when you are lawful. Mitigations:

Two+ payment rails (PEEP- codes, crypto, adult PSP).
Portable DNS + deploy (Railway/VPS/adult host cold spare).
Offline data/ backups + scene rights notes.
Never re-publish soft-held scenes without license proof.
Alternate domain / status page ready before public ads scale.
